Admissions & planning

Public, private and affordable provision

Public and private describe the operator, not the classroom language. Shenzhen’s recognised puhui private kindergartens are nonprofit private providers in an affordable-access scheme. Puhui is not a synonym for bilingual, international or specialist support.

  • Ask to see the kindergarten’s licence, current fee notice and class-specific language timetable. Do not infer bilingual teaching from an English name.
  • International-school early years have their own programme and eligibility rules. They are labelled separately below.

Kindergarten is usually ages 3–6

The city’s ordinary kindergarten framework prioritises ages 3–6. Eligible settings may separately offer nursery classes for ages 2–3. For autumn 2026, the lower-class birth-date cutoff is 31 August 2023.

  • Match the child’s birth date to the actual class, not an English label such as Nursery, K1 or Kindergarten. School-specific international placement can differ.

Check eligibility before choosing a home

The municipal 2026 kindergarten notice requires at least one parent or guardian to have Shenzhen hukou or an active Shenzhen Special Economic Zone Residence Permit. For public kindergartens, a family using the residence-permit route must additionally show that at least one parent or guardian has lived in Shenzhen for one year and continuously contributed to pension and medical social insurance for one year. Catchment and housing evidence also matter.

  • Prepare the child’s identity document, birth certificate and vaccination record, alongside the family and housing documents required by the notice.
  • Foreign, Hong Kong, Macao and Taiwan families should ask the district and school which rules apply to their documents. Do not assume a foreigner’s immigration residence permit is the municipal residence card named above.

Application, health check and starting school

The main autumn 2026 application rounds have finished. Ask about any supplementary intake rather than assuming a published school listing means a place is available. Luohu’s notice permits later offline applications only where places remain.

  • Under the municipal kindergarten process, admission is examination-free. Oversubscribed settings use the published allocation rules, not a first-come queue.
  • New entrants and transferring children need a satisfactory pre-entry health check at a lawful medical institution. The kindergarten creates the child’s health record at registration; ask how vaccination verification is handled.

Final-year fee relief is not an all-inclusive free place

From autumn 2025, public kindergartens waive the care-and-education fee for the final preschool year. Approved private kindergartens receive the equivalent local public-kindergarten reduction; families may still owe the difference above that amount.

  • Meals, accommodation and miscellaneous charges are outside this national waiver. It does not make nursery or all three preschool years free.
  • Request an itemised current bill showing the class, billing period, applicable reduction and optional services. Do not automatically apply this kindergarten policy to an international school’s primary Kindergarten class.

Common questions

Can a two-year-old attend any kindergarten?

No. Ask whether that exact campus offers an authorised nursery class and accepts the child’s birth date. A kindergarten listing or a K1 label does not establish provision for children under three.

Does free final-year preschool mean nothing to pay?

No. It covers the qualifying care-and-education fee or private-school offset, not every charge. Ask the school to show the applicable reduction and remaining bill separately.

We arrived after the main application round. What next?

Ask the district or exact campus about a permitted supplementary application or transfer. Bao’an’s 2026 FAQ specifically directs families to ask the kindergarten about middle- and final-class vacancies. Prepare documents first; no vacancy is guaranteed here.
