Official tax and Shenzhen port guidance checked:
The short version: an eligible overseas visitor can reclaim VAT on qualifying goods bought at a designated shop after spending at least ¥200 at the same store on the same day. The standard refund rates are 11% or 8%, depending on the goods’ VAT rate. The longer version contains a form, an intact shopping bag and the revolutionary idea that you should not put the receipt in the hotel bin.
First: are you an “overseas visitor” for this policy?
Shenzhen’s official announcement defines the group as foreign nationals and people from Hong Kong, Macao and Taiwan who have not stayed in Mainland China for more than 183 consecutive days. This is a shopping-tax rule, not a statement about your visa, tax residence or right to work.
You then need all four conditions below:
- Your qualifying spend reaches at least ¥200 in one designated tax-refund shop on one day.
- The goods are unused and unconsumed when you leave.
- You depart Mainland China within 90 days of purchase.
- You carry the goods yourself, either as cabin baggage or in your checked luggage.
Restaurant meals, hotel nights and the emergency coffee that made shopping possible are not goods you can present to customs. Nor is a jacket you have already worn for a week. Customs has a famously literal sense of humour.

The refund rate is not the headline VAT rate. For eligible goods taxed at 13%, the published refund rate is 11%; for goods taxed at 9%, it is 8%. The agency service fee is already inside those figures.
Two routes: refund later, or get an advance now
Route A: the normal departure refund
- Buy at a shop displaying the tax-refund designation.
- Ask the shop for the departure-tax-refund application form and keep the VAT invoice or receipt it gives you.
- At your departure port, present the passport or travel document, goods, form and purchase evidence for customs verification.
- After customs approves the goods, take the endorsed documents to the refund agency counter.
Route B: “refund upon purchase”
Participating shops and centralized points can advance the refund before departure. You sign the service agreement and provide a credit card for pre-authorization; the system can reclaim the advance if you do not leave on time, use a designated port or complete customs verification. It is convenient, not magical money that has escaped adult supervision.
The official city guide says instant-refund customers can choose cash or bank transfer where the refund is ¥20,000 or less; larger refunds go by bank transfer. Check the participating shop before buying, because a mall containing tax-refund stores does not automatically make every tenant eligible.
The twelve centralized instant-refund points
Shenzhen’s July 2025 guide listed twelve centralized points. This network can change, so use this as a planning shortlist and confirm the current merchant or service desk before making a special journey.

Where you can finish the refund
The municipal announcement lists five Shenzhen departure ports with refund services: Wenjindu (Man Kam To), Futian Checkpoint, Shenzhen Bay Checkpoint, Shenzhen Bao’an International Airport and Shekou Cruise Home Port. Luohu is a major border crossing; it is not on that five-port list. Choose the exit first, then shop—not the other way around.
At Wenjindu and Shenzhen Bay, the announcement says the counters are in passenger-inspection channels, not vehicle channels. If you are leaving by road transport, that detail is the difference between “tax refund” and “interesting paperwork you carried to Hong Kong.”
Since 10 August 2026, Bao’an Airport’s refund point has operated 24/7 using staffed and self-service options. The city says the machines support 13 languages and can reduce the machine workflow to under two minutes after customs has verified the goods. That is processing time, not permission to arrive at the airport two minutes before boarding.
Your no-drama checklist
- Before paying, ask whether this exact shop participates and whether it offers instant refund.
- Use the same passport or travel document throughout the purchase and claim.
- Ask for the refund form immediately; do not assume an ordinary card receipt is enough.
- Keep goods unused, labels attached and packaging easy to inspect.
- Photograph every form and receipt, then keep the originals together.
- Confirm your departure port has a refund counter and allow time before check-in or border formalities.
- If the goods will be checked, find customs before the bag disappears onto the belt.
